A fur based cloud material. Build a basic cloud shape and apply this material, then move the material above the base shader. The clouds use your environment's color by default. To add other coloring, change the subsurface color and/or the transparent color. Change the fur attributes to alter the shape, and the fog density (in the shader item) to alter the transparency. Enjoy!
Edit: I forgot to turn the shader to use Monte Carlo instead of Irradiance Caching, so change that in the shader item properties for a slight render speed boost.
